Al-Hassan Kodwo Baidoo, President of the Center for Education Leadership, Policy and Innovation Africa, has stated that the Publican AI tool introduced by the Ghana Revenue Authority is not a new concept, but a continuation of Ghana’s digitalisation efforts.
Speaking in an interview with Nana Nhyiraba Kwabena Asirifi on ICAD TV’s Morning Show, Ghana Nti Today, he noted that Ghana has long embraced digital systems, especially during previous administrations that championed digital transformation.
He explained that the introduction of the AI system is necessary to address revenue leakages, particularly at the country’s ports.
According to him, between 2020 and 2025, Ghana was expected to generate significant revenue at the Tema Port, but much of it was lost due to loopholes in the system.
He indicated that some importers deliberately under-declare goods or hide items to avoid paying the correct duties, while others take advantage of manual processes through bribery and manipulation.
He stressed that unlike human systems, artificial intelligence does not show favoritism, making it more effective in detecting fraud and ensuring transparency.
He added that some individuals may oppose the system because it limits opportunities for corruption, but emphasized that the AI tool is not operating in isolation and must be properly implemented.
He noted that while the introduction of such systems may come with initial challenges, it is necessary for improving revenue collection.
He further revealed that a significant percentage of imported goods are undervalued, comparing the situation to a faulty meter that under-records usage, stressing that proper systems will ensure the right values are paid.
He expressed optimism that the implementation of the system will bring positive outcomes for the country.
